The Diocesan Center for the Family at San Isidro labrador Parish at TS Cruz, Almanza Dos, Las Piñas with Bishop Jesse Mercado, Fr. Sel Hernandez and Cong. Cynthia Villar launched and inaugurated on Nov. 13, 2009 after the 9 am concelebrated mass attended by the coordinators of the Commission on the Family of the diocese. Counselors, workers, parish servants, Police head of Women's desk.

The center will provide the following services:

Counseling to parishioners and training to counselors of all the parishes and
NFP education ,training, seminar, charting , monitoring and recruitment of workers

1. Opening prayer by Allen Reyes at 8:40 pm.

2. Gospel Reading on Matthew 7 verses 15-20 by Allen Reyes followed by his reflection and reflection of other attendees.

3. The minutes of the meeting dated May 25, 2011 as amended was moved for approval by Zoilo Gabriel and seconded by Gerry Mallillin.

4.Matters arising from the minutes of May 25, 2011 meeting:

a. On the agreement for the use of Children and Women Crisis Centers

-Atty. Edel Diego is in the process of drafting the MOA to be emailed to Fr. Lambert for review as per Perla Acosta.

b. VCOF directories:

Sta. Rita de Cascia already submitted while that of St. Joseph has not yet been submitted.

c. On the final schedule for the “Ride for Life”

-No date yet as per Mel Sangalang.

d) On the appointment of Vic & Linda Mallillin as official representative of the Diocese on the Ministry of Migrant Workers.


-Vic Mallillin gladly accepted the position as AD HOC Representative on the Migrant Ministry. Gerry and Vic arranged to meet with Fr. Lambert to discuss plans to set up a core group. Vic will be inviting Edmon Cuga next meeting to lay down the agenda on Migrant since they have the experience on it. He also plans to invite from the vicariate Migrants or the migrant’s families.

San Isidro Labrador Parish has started the set up, as per Perla Acosta.

Vic Mallillin said, ideally all parishes must have a desk on Migrant.

e) Pastoral plan of Action in the year of the Youth 2011.

-Rey Sangalang said to limit ourselves on the 4 issues of the matrix. To work out on the plan of action, assignments were given as such-

to develop a module on the parents education regarding sexuality.C/O VSAP/VOLA

f) Mel Sangalang asked the experiences of those who attended the seminar on Nanay Piling’s NFP.

Connie Gabriel reported on her and Bel Abanes’s experience. Rey Sangalang mentioned that Nanay Piling is funded by her experiences. She showed an old format of chart which is easy to follow. He further said that Nanay Piling’s secret is recording her whole life.


UPDATES:.

1. Counseling Ministry

Baby Delloma shared her experience on the 2 - day seminar she attended with Mel & Connie, the CBCP on Women on June 18-19, that made her realize the awareness on what help they, as counselors, can do with other people in distress in discovering God.

The seminar was participated by counselors from different crisis centers.

She also reported the figure of counselors as follows:
For 2010, TS Cruz has an average of 5 counselees per month while St. Andrew has 10 ( inclusive of inquiries)

To date, as of 2011- TS Cruz with an average of 14 counselees and St. Andrew, 5 counselees.

2. Highlights on the vicariate reports have been reported.

Please Refer to the full details of the report which were previously distributed during the June 22, 2011 meeting by VHF, VSRDC, VSADP.

Zoilo and Connie Gabriel reported that 33 parents and 7 youth attended the “Haplos at Kalinga sa Buhay ng anak at Magulang”.

3. Mel Sangalang announced the incoming July 11-12, 2011 Family Life Apostolate Summit at Betania Retreat House in Tagaytay to be participated by South Central Luzon Metro Manila Pro Life Leaders. With allocation of 10 heads per diocese with a fee of P500 per head or P1000 per couple for 2 days.She requested submission of name/s not later than July 2, 2011.

Other matters”

1. Discussed was to create a yahoo group to be worked out by Che Lastica and Vic Mallillin .Bessie was assigned by Fr. Lambert to prepare the website of the commission on the family instead of the counseling ministry alone.

2. Gerry Mallillin invited everyone to read the following
• The Truth & meaning of Human Sexuality
• Humanae Vitae,
• Letter of Pope John 2 to the family.

The next meeting is on June 25 to be hosted by VOLA, the venue to be announced later.

MINUTES OF THE MEETING

2. Reflection on Lk 24:13-35 (The Appearance on the Road to Emmaus)

• We have our own Emmaus story happening to us now. We go through our journey of escaping/running away from our desolation experiences/unmet expectations/fears/doubts/problems by going to Emmaus so we can find our way back to our own Jerusalem.
• When 2 or more are gathered in His name, there is Jesus in our midst. His presence and our faith that He will not abandon us helps us cope with life’s challenges.
• My own Emmaus story at this time is having uncertainty over the coming of our new priest in the light of the re-assignments. But we must give our new priest the welcome he deserves, after all, he may likewise be experiencing the same fears/uncertainties about a possible unaccepting or unwelcoming parish.
• We have to acknowledge and recognize our own feelings of disillusionments on the situation we are in at the present time. We can not escape from these, we need to confront them. Only when we do, with God’s grace can we go back to Jerusalem.
• We need to be aware of God’s presence even in the midst of conflicts/problems and negative situations. We need to pray for God’s grace for us to have a strong faith and trust that God is with us, grace not to leave Jerusalem when problems abound.

3. Review and Approval of the Minutes

Item VIII . C below needed clarification directly from Fr. Lambert to wit:

“Memorandum of Agreement for 2 COF Centers will be issued to the new Parish Priest.” The issue: Assure the continuing use of the COF Centers and at the same time giving due courtesy to the new priest.

Confusion is: Will the Memorandum of Agreement be between the DCOF and the incumbent or incoming parish priest?

Zoilo moved for the approval of the minutes with the exception of the above Item VIII.C. Seconded by Al.

4. Matters arising from the minutes.

4.1. Submission of official list of Vicariate and Parish Coordinators:
COF Workers List submitted to Fr. Lambert by email. Hard copies to be provided to Rey and Mel. VSAP/Holy Family and OLA submitted hard copies.

4.2. Counseling ministry updates:

 For visibility/continuance and awareness purposes, in the absence of a full time counselor on site, Perla Acosta volunteered to be at the Center every Wednesday morning up to 1PM.
 Perla to discuss with Paeng the schedule of St. Gerard volunteers for CWC-St. Andrew
 Staffing of St. Andrew will come from CWC-San Isidro Chapel, Holy Family.
 Volunteers from St. Gerard Family Center will be requested to man St. Andrew on their off days.
 Stella Antonio on call volunteer at St. Andrew. Jackie is on roving and brings clients to San Isidro Labrador.
 Letter of request for the use of San Isidro Labrador as counseling venue was already sent to the Administrator of the Parish. Likewise discussed with Fr. Eric 2 possible venues: the confessional box inside the Church and a small room on the 2nd floor. If there is an overflow, Fr. Eric’s office is available.
 A counseling flow chart guide was submitted (designed by Ruby).
 No response nor feedback from Violy and Ms. Angel on their schedule or assignment despite several follow ups.
 Submitted hard copy of Counseling Center updates.
 Pastoral Counselors handle clients in their own respective parishes and this is included in the montly reports submitted to Sr. Pilar Verzosa.
 A counseling schedule was submitted as to time and availability of counselors (life coaches) in 4 sites: TSCruz, St. Andrew, Haven for Women (every Friday from 9AM to 12PM) and Haven for Children (every Tuesday from 4 Pm to 6PM).

4.3. On counseling center to be identified at St. Martin de Porres.
No Resolution yet.

5. Vicariate Reports: Even if soft copies may have been submitted to Fr. Lambert, it is good to cite the highlights of their report.

5.1. OLA:

• Havent met vicariate yet.
• Presented a draft of letter to Ayala Alabang Barangay Council on their support for a Pro Life Barangay Ordinance and a request to create Bgy Advocacy units to explain ill effect of RH Bill 4244.
• Migrant workers meeting well attended, plaque of appreciation from CBCP for the participation of VSAP in the persons of Gerry and Zeny Mallillin.
• Participated in the Luneta Rally.
• Seminar on RH Bill held.
• Invitation expressed for everyone to attend the St. James sponsored Natural Family Planning seminar on May 28-29.

5.2. Holy Family:

Diocesan formation on NFP workers initiated by our lady of the Pillar held.

5.3. St. Joseph:

Have not met as a Vicariate. Planning to have a symposium on NFP for the month of May.

5.4. St. Martin de Porres:

• Their joy at Mary Help of Christians – self supporting cooperatives supported by the parishioners.
• They made direct contact with Dr. Pala for astoral counselors.
• In their last visit to Congressman Golez, they were asked to come back on May 9 for discussion of RH bill.
• Discussed roots of birth control.

5.4. San Antonio de Padua:

• Recognized members of the VSAP present.
• last meeting was April 11, 2011
• Reviewed NFP, pre cana module and responsible parenthood at MGGC meeting.
• 15 couples participated in the MPP held on March 26-27
• Next VSAP meeting is on May 9 at Our Lady of Peace Parish.
• May 28 schedule of Haplos at Kalinga sa Buhay ng Anak at Magulang, cancelled.

6. Report on Migrant Sunday Celebration by Gerry and Zeny:

• Exceeded expectations, with about 300 participants, 1st time DOP attended the celebration with 39 persons, all with migrants in the family.
• Bishop’s donation is the biggest P25 k.
• Report on CBCP Migrants indicated biggest donation is P90 k from DOP.
• Considering organizing migrant representation co chair - Victorino and Minda Mallillin, themselves, migrants.
• Philippines has 10 million migrants.
• Baclaran holds regular last Friday mass for migrants at 9:30 AM.
• Suggests that all vicariates set aside one Sunday mass to honor migrants; welcome balikbayans, etc. migrants technical term is “people on the move”.

7. Other Matters:

• In the website of the DOP, pastoral priority is the youth.

• Question on next DCOF: How do we (DCOF) realign with the Diocesan Pastoral Thrust (focused on the youth).

• Possible programs where COF can link up with the youth.

1. Liturgy/encounter with Jesus.
2. Formation of parents with Sex education and youth on moral education
3. Parents for parent program.

• Support NFP meeting with Nanay Piling scheduled in La Salle Zobel on May 28-29. P500 per head for 2 days already open to all COF workers.

• Che lita/Gerry Zeny to coord with St. James.

• It was proposed to set up a special meeting of COF leaders on the Rally on the RH Bill.

• Next meeting: May 25, Wed St. Martin de Porres

II. Minutes:

1. Review and Approval of Minutes 4/27/2011

a. Upon motion by Zoilo seconded by Gerry, minutes was approved as amended.


2. Matters arising from the minutes

a. on the agreement for the use of the CWC Centers:

 Atty. Edel Diego was asked to draft the Memorandum of Agreement.
 An existing document from any of the members is welcome to be made as reference.
 The contracting parties shall be the DCOF and the newly installed Parish Priest.

b. VCOF directories for Sta. Rita & St. Joseph still lacking.

 Sis Connie voiced concern regarding continuation to allow incoming Vicar Forane latitude in reorganization.
 Fr. Lambert assured that appointment letters assumes consensus with incoming Vicar Forane. Contimuity is also the concern of Bishop Jesse.
 The present Vicariate Coordinators and their Deputies will be presented to Bishop Mercado.

c. Fr. Lambert announced “Ride for Life” previously scheduled for last week of May is shelved to make way for a big rally in July.

d. Refer to Circular Letter #45. Re: NFP meeting w/ Nanay Piling. Aside for BOM Nanay Piling combines the Body Basal Temp Sympto Thermal and Billings Ovulation Method (BOM). Fr. Lambert suggested to tap prolifers of Alabang namely Rene Evidente for formation on NFP. For NFP-BOM (Billings Ovulation Method), Rally Ganar is a good resource person and trainer. e. Vic and Minda Mallilin will be appointed as official representative of the Diocese on the Ministry of Migrant Workers.
3. Item 5 – Pastoral Plan of Action in the Year of the Youth 2011

a. Refer to p. 2b. of matrix – by October 2011 Sex Education for Parents must be in place.
b. Sis Connie reported that in their parish they had a whole day session with Dra. Lucille Montes on “How to teach our children sex education”.
c. Fr. Lambert ---Bishop wants materials and modules. All parishes must have: CBCPs “Choosing Life” as reference. Fr. Fidel will give materials from DOPSA & MAPSA. Collate all possible materials. With the end of parents teaching parents.
d. Bro. Gerry suggested a Pontifical Council document “Truth and Meaning of Human Sexuality” as a possible reference. Plan should involve the youth.
e. Fr. Lambert COMCARE to cascade Catechetical modules re: Sex Education materials.
f. Fr. Lamber asled Bro. Dave to help in searching pro-life powerpoints and other presentations to have a repository of pro-life videos.
g. Sis. Mel Suggested to break-up vicariate leaders to work on the detailed plan of action in line with the matrix goals for the Youth using same process applied in the DPA and the setting up of the recent matrix goals.
h. Fr. Lambert requested everyone to collate materials to develop a module on parents’ education regarding Christian sexuality education of children. Deadline for collation of materials is on June 15 to Bro. Rey & Sis Mel. So on June 22 next meeting at Holy Family Vicariate (Our Lady of Pillar) come up with collated module and programs. Afterwards sit down with experts Dra. Angie & Dra. Lucille Montes. Invite experts if possible schedule permitting.

f. Vicariate Reports:


1. Counseling Ministry ( Sis. Perla Acosta / Sis. Ruby Palma) –

a. After graduation , there is a commitment letter good for one year. To date, there were no resignation of officers.
b. Refer to the submitted report for counseling group updates.

2. Vicariate of San Antonio de Padua (Sis Connie & Bro. Zoilo Gabriel) –

a. Monthly meeting held on May 9 at Our Lady of Peace Parish.
b. The NFP training on May 28-29 will be attended by Connie Gabriel and Bel Abanes.
c. A Parenting seminar “HAKBANG” will be held on June 4, 2011 at San Antonio de Padua.
d. Next Vicariate meeting will be on June 13 hosted by OLUP.
e. MPP No. 16 is scheduled on June 25 and 26.

3. Vicariate of Our Lady of the Abandoned North (Bro. Gerry & Zeny Mallillin)

a. VOLA North GMM meeting was held last 5/14/2011 at St. Peregrine Parish.
b. There was a vicariate wide awareness campaign headed by Lay Leader Arlene Hernandez. participated by 70 guests from COY.
c. Seven (7) out of twelve (12) parishes will send representatives for Nanay Piling NFP seminar.

4. Vicariate of St. Martin De Porres (Bro Dave & Sis Marilyn Ordoñez)

a. First parish “Ministry Fair” on May 29 to encourage parish involvement.
b. June 5 First Holy Communion under COF.
c. June 11 will be the first Post-Cana activity entitled “Kamustahan at Kapihan” with a talk by Fr. Dennis Paez entitled “Affair-proof Marriage: Walang Kaliwaan.”
d. Furnish copies of the video played earlier on RH.

5. Vicariate of Sta. Rita de Cascia (Paeng and Nancy Barcelona)

a. VSAP keen on Counseling Center but will have to wait for new priest. Another VSAP Priority is NFP pending MOA.
b. No meeting in May. Will meet on June 30.
c. Have met with Vicariate PPC heads to ask support for the continuance of old members.

“Minutes of the meeting” of the Diocesan Commission on the Family held on Feb. 23, 2011 hosted by the Vicariate of Sta. Rita de Cascia at Our Lady of the Most Holy Rosary Parish at Multinational Village, Parañaque.

Fr. Lambert acknowledged the presence of the hosting parish, and requested the members to introduce themselves.

(#2) Proceeded to the reading, correction and approval of the minutes of the previous meeting..

(#4) Bro. Gerry requested to tackle first the agenda on Migrant Workers as to be reported by. Bro. Vic and Sis. Linda who are the deputy Coordinators on Migrant Ministry

He reported the regional meeting held last Feb.8, 2011 at San Carlos Lay Formation Center in Guadalupe and reiterated the incoming Regional consultation scheduled in. March 11-12 in the same venue.

Bro. Gerry distributed name tags, program, pre registration forms and posters on the activity for posting to different parishes on the scheduled National Anniversary on March 13, 2011.

Some details of the Migrant Sunday are: The mass is to be celebrated by Cardinal Rosales @ 9:30 am with the offerrors from migrant families Bro.Gerry/Sis.Zeny, Bro.Vic/Sis.Minda Mallinllin. Secretariat is to be handled by the Couple Bro. Allen and Sis.Duy, Bro.Che/Sis.Lita Lastica.. Potluck foods per vicariate. It is up to the participants to come on their own. The group is eyeing for another meeting to strategize the activity and finalize the other needs like the medical team etc., at bishop’s house. Final date to be announced. It was noted that Fr. Lambert will circularize the invitation to all parishes. Invitation to speakers and guests shall also be done accordingly.

At one instance Fr. Lambert said that Fr. Beni-his co chairperson on COF is in charge of Migrant Commission, any concern should be referred to him.

# 3 Fr. Lambert discussed the pastoral thrust to be given attention for the year 2011. Reiterated the goals. Said that the workers shall serve for a minimum of 2 years (3.1) Work on the structure. (3.2) To have a common pre cana, (3.3) the advocacy group for the the RH Bill, the fight for sex education and the promotion on the use of NFP, .(3.4) the concern for the youth, deepen knowledge of public school students on sexuality, to form and train parents for the Christian Sexuality Education of children, to develop program that help out of school youth become dedicated Christians and productive citizens. make module in teaching sex education, parents to parents module, parent program.

Bishop wants official list of vicariate coordinators with complete name to submit the secretary on Friday before the night meeting.To have a First Sunday of lent catechism March 9-13.

(#5) Discussed the counseling activity mentioning the dream for each vicariate to have Family Center by 2015.

#6) That on April 2 Vicariate of Sta. Rita de Cascia will inaugurate the Vicariate Center for the Family at St. Andrew Cathedral.We will provide logistics. Invite Cong. Golez, support on “ Buhayin ang “ advocacy of Buhay -HB 13 .5pm blessing of the Vicariate Center anticipated Mass at 6pm . Invite bishop to say the mass. Vicariate coordinators to be there. Make a guest list, including Mayor Bernabe.

Discussed on providing Logistics, Connie the assigned secretary suggested various committees.. Physical arrangement and logistics, liturgy from Sta. Rita de cascia. Welcome by all vicariate coordinators.The grouping shall be per vicariate who will bring their own food.

It was noted that Fr. Lambert will draft a letter to invite local barangay officials and others.

Also noted to get a copy of Parañaque cityhall’s ordinance on RH

Bro. Gerry suggested and accepted by Fr. Lambert a Gospel Reading and a 10 minute reflection on the next and succeeding meetings.

ABORTION, A CRIME AGAINST LIFE



With possible malicious intent the ugly part of life is again gaining the
limelight in our country as the frequency of aborted fetuses is publicly
exposed. The placing and exhibiting of aborted human fetuses in public
places are not favored in other cultures, and decent people refuse to do
the same.

Thou shalt not kill! A deliberately procured abortion is a moral evil and
the Catholic Church attaches the canonical penalty of Excommunication on
those who procure it and on those who help obtain abortion (Canon 1398).

If the expositions of discarded human fetuses are not done with evil
intent, then the practice alone of rampant abortion is symptomatic of a
grave moral decadence and irresponsible behavior that now seriously
threaten the country.

Human lives are always precious to God and any violation of it will be
dealt with by Him for He said, “Vengeance is mine . . . He will avenge the
blood of his servants” (Gene 4:15, Deut. 32:43). Abortion is a grave sin
against a defenseless life; and for this the severe canonical penalty to
perpetuator/s is Excommunication.

Unwanted pregnancies could be avoided if only people are less selfish, are
more disciplined and capable of self control, exercising a strong will,
and capable of making sacrifices. These are virtues that are much needed
in a country of disciplined people.

Short cuts to progress even by way of new laws cannot compensate for
abandoned values. Human life, created in the image of its Maker, (Gen.
1:27), the very source of the rights and dignity of the human person, must
always be respected and defended.

In Churches where public exposition of fetuses occurs, special prayers and
acts of reparation will be made, for the sins of the perpetrators, at the
church’s Prayer and Adoration Chapels. Pray and include also in your
prayers the special prayers to ST. MICHAEL THE ARCHANGEL, for the
perpetrators and instigators of this grievous sin against the life of the
innocent.

May Mary, Mother of Life, intercede for all who value the sacredness of life.

“Minutes of the meeting” of the Diocesan Commission on the Family held on January 19, 2011 hosted by the Vicariate of Our Lady of the Abandoned held at Our Lady of the Miraculous Medal, Posadas Village Parañaque/.

Fr. Lambert acknowledged and welcome the presence of the guest speaker Fr. Edwin Corros and company.

Expressed gratitude on the hosting parish and requested the vicariate coordinator to introduce their attending members.

Noted the presence of Co-Chairperson and replacement of Fr. Ador, Fr. Benny from The Vicariate of OLA, Parish Priest of St. Peregrine, Muntinlupa.

Agenda # 4 Fr. Lambert proceeded on the Update on CBCP Episcopal Commission for Pastoral Care of Migrants and Itinerant People ( ECMI ) and gave the floor to Fr. Edwin to orient the body on the existence of commission ECMI that started in the 80’s.Fr. Edwin made digital presentation for about an hour. After some questions and inquiries the session was finished.Fr. Edwin said that on going trainors training are available for those who are interested to learn the program of the commission.

30 envelopes of solicitation to support the incoming activities, in the form of souvenir program subscription were handed over to Fr. Lambert who in turn distributed to the vicariate coordinators.

Highlighting on the incoming activity National Celebration of Migrants Fr. Edwin made the invitation.

With the desire and intent to attend the March 13, 2011 National Celebration of Migrants at Cuneta Astrodome, discussed on sending a minimum participants of 500 from the Diocese of Parañaque wearing powder blue as the assigned dress color, Fr. Lambert advised the coordinators to inform the respective parishes to get excuse on parish activity on that day to attend to the said celebration, with their COF members and invited migrant families. It was agreed that the attendees will take care of their transport and food for the day’s celebration.Feb. 15, 2011 is set to confirm the headcount of attendees.The following concerns to be taken are recommended.

1. How many can attend the NMS? 2. Suggested to send letter of invitation 3. Re visit the survey form 4. Tap transparochial group ( CFC etc.) to join.

Further tasked Bro. Gerry to form a core group for this activity. It was decided to target a minimum of 10 attendees per parish. The exact needs may be known after the submission of the list by Bro. Paeng and others

It was also stated that the Migrant Coordinator shall attend the Regional Consultation on Feb.8 at San Carlos Lay Formation Center 8am-6pm for Luzon and Consultative Assembly ( entire Philippines) on the same venue on March 11-12, 2011. Bro. Gerry tasked Bro. Che to attend on March 11-12 in his absence. Committed to send his brother who was also a previous migrant.

On the other hand, Fr. Lambert reminded and confirmed those who can attend with him on Jan. 22, 2011 at the Diocese Center for the “Final Workshop on the Diocesan Pastoral Thrust and Program” , 9am-4pm.

Fr. Lambert moved on the inclusion of the migrant program as the 4th priority in addition to the 3 priorities to be confirmed by the Diocese on the incoming meeting as such,

In the absence of Atty. Edel the update on the Counseling Ministry was deferred.

Other matters:Reminded everyone to submit separately the vicariate update in hard copy or send by email. To take note during the meeting those who have submitted the updates. In this instance, Vicariates of San Antonio, St. Rita and Holy Family have submitted/distributed their updates.

The succeeding meetings shall be every 4th Wednesday of the month on rotation basis, to start following Jan meeting hosted by OLA,

Father Lambert expressed gratitude and acknowledge the presence of Bro. Willy and Sis. Aleth invited purposely to have a despedida with the body. For everyone to express a few words, or give pabaon ng ala ala.

Father Lambert stressed that after the reading and approval of minutes of the previous meeting, will proceed to the evaluation of the year’s activity of the DCOF as part of the agenda ( as notified via SMS during the day).

Proceeded with the reading of the minutes of the previous minutes of the meeting dated Sept 2, 2010, with few amendments, moved for its approval by Sis. Aleth and seconded by Bro. Zoilo.

For record purposes (on the amendment) it was reiterated that the vicariate updates shall be submitted/distributed on a half or a page during the DCOF meeting instead of verbalizing them. Other diocese concern may be recited orally

In addition limited copies of the amended minutes of July 22, 2010 were distributed with a note that the same shall be forwarded via email.

Arising from the minutes:
The date of DCOF meeting which was previously set to 2nd. Wednesday of the month was moved to change to meeting date based on the set monthly meeting of the vicariates as follows:

Holy Family 2nd. Tuesday , St. Joseph, last Tuesday, St. Martin de Porres (not fixed yet), San Antonio de Padua, 2nd. Monday, Sta. Rita de Cascia, 2nd. Tues. Ola 2nd. Thursday.

Therefore. It was unanimously agreed and resolved that the DCOF meeting shall be every 4th Wednesday of the month.

On the portion that “ Fr. Lambert reiterated to secretaries to prepare the policies, duties and responsibilities regarding Vicariate Coordinators”, Bro. Che submitted the draft of the modified duties and responsibilities extracted from April 7, 2000 resolution of the PPLM .The same shall be included to the agenda and to be tackled on the next meeting.

Further,per Fr. Lambert, it was put to a resolution that the DCOF member shall have a term of 3 years, (to be commissioned by the Bishop) and stays with DCOF even after a change of position or membership in his/her particular parish.A certification to that effect can be presented by the member to new priest of their parish for information. That will be concurred by the DCOF Clergy Chair and coordinated with the Vicar Forane..

Agenda:

Proceeded with the individual evaluation of the year’s DCOF activities, verbally recited by each and everyone,Sis. Connie started with her valedictory address followed by all, copies of each vicariate evaluation are agreed to be provided via email by everyone to be attached to this minutes for concise presentation ( see attachments )

It was put into record that it was only the 2nd attendance of couple Bro. Dave & Sis. Marlyn Ordoñez, being the newly appointed vicariate coordinator of St. Martin de Porres

It was announced/recorded that the next meeting with the presence of Fr. Lambert shall be Dec.13, 2010 at Pilar Village clubhouse, together with the Holy Family Vicariate, to be attended by the DCOF vicariate coordinators with their COF members ( 10 or more subject to confirmation of attendees). That will be the Christmas party of the DCOF and at the same time Fr. Lambert stated that he will announce the name/s of lay Coordinator & deputy of DCOF, in line with the structuring of the DCOF.


On setting the direction of the 2011 to have a common direction, understanding and journey,( of which Fr. Lambert will confer with the bishop/council) the body selected priority goals to focus out of the 15 DCOF goals, summarized as follows:

1. Goal#1 formally Structure the COF Diocese, Vicariate & parish.
2. Goal #2. Pre Cana –
3. Goal # 3 Counseling
4.Goal # 6 Advocacy
5.Goal # 13 Migrant
6.Goal #15 NFP.

to be cascaded to vicariates/parishes.

For the purpose of recording to this minute, the body was informed by Fr. Lambert that vicariate updates shall be submitted in a half or a page instead of verbally render a report per vicariate to save meeting time. The other concern relating to diocese can still be verbally mentioned.

Holy Family Vicariate Evaluation:

It was a big leap on the vicariate to have an NFP Center as part of the Diocesan Center for the Family (DCF) Located at TS Cruz San Isidro Labrador Chapel-Holy Family Parish through the effort of Fr. Lambert of establishing the DCF. Moving toward to reinforcing the NFP ministry and accomplishing goal #15 of the Diocese..

Achieved positive results on the goals of the DCOF through the vicariate and continue moving toward to focus on the written goals for the use of VHF ie. NFP, Pre Cana, Post Cana ME, Senior Citizen, Migrant and counseling.

1.NFP- in the process of gathering all the NFP workers of the vicariate to fill up the vacant structure of the vicariate. The Vicariate has existing NFP center to use in the Diocese Center for the Family in TS Cruz-San Isidro Labrador Chapel-Holy Family Parish. The lead parish on this is Mary Mother of the Church assisted by San Isidro Labrador. ( Buhay Pagtatangol)

2.Pre-Cana- the various modules of all parishes are being studied, evaluated and standardized to come up with a common program for the vicariate. The vicariate is leading toward the conduct of vicariate pre-cana to address the need of all Holy Family vicariate parishes with the cooperation of all COF workers. The lead parish is Mary Immaculate. (Buhay Pagmamahal)

3..Post Cana -M.E.- to continue the OLPP led Vicariate ME which has its 6th ME since its adoption. The point parish this time is OLPP after the routation through other parishes, Holy Family and San Isidro. (Buhay Pagkalinga/Paghihilom)
Parish yet to host and lead are MIP, SILP, MMCP and FWP


4..Senior Citizens– continue to move on inviting senior citizen to attend parish cof activities. (Buhay Pagkalinga). Ideally to have at least a monthly fellowship/meeting. All parishes are moving toward identifying and linking to various Senior Citizens org. in the vicariate.

5.Migrant Families – in the stage of doing the announcement on parish masses and the blessing of migrant families during family masses and other Sunday masses depending on the schedule chosen by the parish cof.. The idea is help on the spiritual formation of migrant families. Modules are available from COF. Most likely to be led by Holy Family Parish. ( Buhay Pagdarasal)

6.Counseling- the vicariate has the facility of a Diocese center for the family which has regular worker/s manning the office. All the parishes have assigned counselors for this purpose on rotation basis. The vicariate is aiming to continue producing more recruits in the coming year/s. (Buhay Paghihiloml

With the entry of a new Vicariate Couple Coordinator for the Vicariate of St. Martin de Porres, an introduction of all the members of the vicariate, CFC Global representatives and the members of the host vicariate/parish, were made then proceeded to the meeting agenda.

Proceeded with the reading of the minutes of the previous minutes of the meeting dated July 22, 2010, approved with the revision. With the request to provide copy of the amended minutes next meeting.

Lengthily discussed the status of the program on Migrant Families. Feedback on the survey form disseminated on every parishes were reported by all vicariate coordinators. Discussions and observations with some sharing of experiences ensued..

Overall assessment arrived seeing a weak response by the migrant families with reasons: fear of security for providing information, that they may be solicited financially upon knowing them. Few parishes have reported a strong response.

In view of the current happening Fr. Lambert arrived in pronouncement on some vicarial resolutions, to wit:
1. Continue to collate all survey.
2.Make opportunity to gather all migrant families ( who responded to the survey)
3. Encourage the parish coordinator to have a representative to the program
4.Inform Bro. Ness Silvala to give up to the end of Sept. to conduct the facilitators training.

That closes the meeting on the Migrant Program.
